Not a bad idea for balance, but it's always fun to see someone roll great D20 scores, and then roll that 1,(someone inevitably gets both a 20 and a 1), and then watch them try to decide if they can live with it.
You could also give them the standard roll, but let them trade in a 3D6 roll, drop none, for a 5d6, drop one. That would give them a good chance for one spectacular score, but they have to take a poor one as well.
