Realistically, a good chunck of weapons would be more affected by dex than str for accuracy. The aruguement for using the weapon finesse feat to allow dex mod to hit on an expanded weapons lists is both for game balance and to represnt training (or skill) in utilizing weapons with agility rather than brute strength.

Also, this feat may balance itself simply due to being available to anyone (PC, NPC, monster etc.) with a BAB of +1 or higher. If the bad guys can do it, it goes a long way toward keeping PCs in check.

Also, for characters that focus exclusively on dex, it would only start to get "broken" at higher levels, when many seem to think that melee classes need a boost ayway.

I am not of the opinion that all charatcers would go that route regardless, why ocus un dex when you can get full plate that only allows you to use +1 dex to AC AND you can focus on str that increases to hit and damage?

Ken Hood's Grin-n-Gritty revised suggested using Dex as the prime to hit stat, with Str still adding to damage. He went further to change Weapon Finesse to apply Dex to damage for light weapons and a new Feat of Brute Force {or something like that)} to apply Str to hit with 2-handed weapons.

I dont think these options are really unbalancing per se.. but the balance is different. IMO this is better than RAW for my campaign as it mechanically makes sense for fighters to avoid heavy armor... Under RAW the full fledged Tank has few reasons to put anything into Dex.. and thats REF saves and RBDM's who don't let them sleep fully equiped. :)

You could do it like this:
Weapon Finesse
Prerequisites: Dex 13
Bonus:You may apply your dexterity bonus to attack rolls with weapons whose maximum damage(dice only) is less than or equal to one half your strength score
dagger 8
short sword/most light weapons 12
long sword etc. 16
greatsword 24
needs to be adjusted but it's close
