Does weapon finesse apply to
(a) unarmed attacks?
(b) melee touch attacks in grappling (not the grapple check but the touch attack that initiates the grapple)?
(c) melee touch attacks that discharge spells (e.g. Shocking Grasp)
I would think that if you finessed your fists say if you were a monk, you could get it for unarmed attacks.. I'm not sure about the others without referring to the books which I don't have w/ me atm sorry
I believe with touch attacks for spells dex/str are pretty much interchangeable, with or without any feats (at least with melee touch attacks). After all, how much muscle does it take to touch someone's armor with a fingertip?

Sadly, the rules don't necessarily agree with you. Unless you have the Weapon Finesse feat, you apply your strength modifier to ALL melee attacks, including touch attacks for spells. It may not take much "muscle" to touch someone's armor, but you've still gotta get a firm hold, and so on.
