Weapon of True Strike

Where is that from? Kinda contradicts +6 ability boosting items, doesn't it?
DMG, page 179.
Most items that add to saving throws, attack rolls, damage rolls, or AC are restricted to a maximum bonus of +5. (Bracers of armor are an exception.) Most items that add to ability scores are restricted to a maximum bonus of +6, and the bonus usually comes in multiples of 2.

I can understand not allowing the PCs to just generate any item they feel like and price it according to the DMG guidelines. Surely any new item would have to be run past the DM, just like a new spell that a wizard PC wants to research. But saying that PCs can't invent new items at all just seems silly to me.

Don't be disingenuous. He was trying to say exactly what you said in your last paragraph. Obviously PC's with the appropriate Craft Item feat can build appropriate items from the DMG lists. And just as obviously, if the PC wants to create a new item that, say, applies a True Strike spell to every attack, the answer to the PC's question, "How much would that cost to build?" will be "More money than you will ever have." And the DM would be just as much within his rights to limit item creation to the items in the DMG-"Every possible magic item has already been invented and is in the lists." That's not silly-it's just a tactical decision about where the DM's time and energy are to be focussed. (One I don't agree with, but not one I'm going to mock, either.)
 

The Baron is right; Sword and Fist has a Bow of True Strike, and the price is pretty low. 4,000 gold, if I remember. True Strike is a first level spell, after all.
I know this because my party had many discussions about this item; the DM hated it, because he felt it was too powerfull. He chilled out a bit when he found out it has to be activated, so you can only use the true strike ability every other round. That evens things out a bit, IMO.
So if you can put it on a bow, I see no reason you couldn't put it on a melee weapon, unless your DM says otherwise. He or she would be the best person to ask.

Where do new monsters come from? Where do new spells come from? Where do new races come from? Where do new prestige classes come from? Where do new feats come from? Where do new domains come from? Thin air? (c.f., DMG p. 11, "Additions to the Game").
