Weapon Proficiency Bonus question

That would be the entire purpose of that bonus. If it didn't, it would do nothing at all.

Except apply to basic attacks, which could be considered the trade off: Hitting easier for just plain old damage vs something interesting with the various powers and abilities. I was just being sure that wasn't the case.

Basic attacks -are- powers.

Of course they are powers, just like vanilla is one of Baskin Robbins' 31 flavors. Most times, though people are looking for something with more flavor, like Rocky Road or Pralines and Cream. ;)

I tend not to see Basic Attacks as powers. I see that more as what you do when you have nothing else available to do and that has been my experience so far in 4e. To me it's like saying walking is a power. Just my view on things.

Just because you don't see them in the same light as other powers does not mean they are not powers according to the rules. (p287)

And if the proficiency bonus didn't apply to powers, they'd not apply to basic attacks, which would mean ze goggles, zey do nozzing.

Fortunately, the bonus says 'attacking with' and that means using any power's attack that uses the weapon as your Weapon accessory. Where you'd not get the bonus is in cases where the weapon doubles as an implement (Swordmages are the easiest example, Wizards and staffs are a second, Pact blades for warlocks a third) for Implement accessory powers.

The key is the Keyword. Weapon means you apply the proficiency bonus of the weapon to the attack, Implement means you do not. (caveat: Commander's Strike does not attack with your weapon and therefore does not grant -your- proficiency bonus to the attack)


As an aside, not only is vanilla a flavor, they did research on perfumes and found that men find vanilla to be one of the most enticing scents to put on a woman. Vanilla is -definately- a flavor.
 

Well fair enough, but they're still powers for the definition concerning the application of proficiency bonuses, and your apparent lack of interest in them doesn't change the RAW. They follow all the same rules as any other power with the "Weapon" keyword.

Which is why I said it was my view. It doesn't change how they play one whit for you, me or anyone else. I just think that calling almost everything a character does a "power" is a bit silly. Don't trip and fall when you get down off of that horse.

Edit: Where did I say that vanilla wasn't a flavor? You're seeing things there that don't exist. At Baskin Robbins Vanilla is one of the 31 flavors.
