Weapon Proficiency: Hobgoblin?!

Yes they can. Using the same rules.
Sure...but the point is: the rules probably don't support what happened.

Like Patryn, I'd have borrowed the "improved grab" mechanic, and said: "Sure, you can swing the hobgoblin around like a rag doll. But that's a heck of alot more difficult than just grappling him!" A -20 on the grapple check seems reasonable.....as long as it's done as an action, not as a reactuive check, like in an AoO provoked by a running goblin.

Here's the thing: if you don't impose this sort of mechanic, then everyone will be doing it! :) ...and sure, that'd be fun.......

DM: "The ogre grabs the wizard, and uses him to bash the fighter! Both take 1d6 damage!"

The attack of opportunity was improbable, but not impossible. It worked this time, but probably won't ever again. (-20 penalty from now on)
How about this house rule: If you win the grapple check by at least 20 (or whatever number you think is appropriate) then you have such control over your opponent that you can use him as an improvised weapon (even in an AoO) or fling him (as in the Snatch ability).
