Here's a link to the savage progression chart. The player has only taken 3 out of the 6 levels of the "tiger optional class". As per savage species, your monster class will have a number of levels equal to LA + Racial HD. A Natural Weretiger has LA +3 and 6 Racial (tiger) hit dice, as per the Monster Manual. So your monster class will have 9 levels. After completing these levels your PC will be 9th level, with 6HD. At this point the PC may take class levels. The PC may NOT take class levels until the monster class progression is finished.
