Weretiger

Hey all another question about werecreatures.

I have an NPC weretiger has 10 levels of fighter (ECL 19).
The BAB is 14 and the weretigers gets 2claws and 1 bite attack for a full round action at 14/14/9. Can I (read NPC) in hybrid form combine my claw attacks with a sword or other weapon and get a a progression of 14/9/5? I may not want my NPC to do a full round action with the claw/claw/bite since this NPC will try to purposefully avoid infecting the PC with his condition.

a. Yes (altho if he wanted he could also use natural weapon attacks in additions to weapon attacks)
b. As an NPC its probably more appropriate to say he's CR 15 rather than ECL 19... ECL is for characters, not adversaries.
c. His attacks should be alot higher. +5 BAB from the weretiger, +10 from the fighter level, -1 from large, +7 from strength = +21/+21/+16 claw/claw/bite, or +21/+16/+11 with a weapon.
d. Is he a natural lycanthrope or an infected one? Only natural lycanthropes can infect others.

If the weretiger has +15 BAB, then you do all of the following as a Full Attack:

Longsword: +15 / +10 / +5 1d8+Strength
"Left" Claw: +10 1dX+.5Strength
Bite: +10 1dX+.5 Strength
