Do you mean "high paragon" 18th level, or "on the verge of Epic Spellcasting" 18th level? The two are very very different, as you know. One of them includes bodaks; the other includes the Tarrasque.

I'm doing conversions of earlier monsters to 4e, where the tarrasque is 30th level and bodaks are 16th-18th.

That said, if you throw out a suggestion that I feel is "underrated" at 18th level, I'll put it on the list for a higher level.
