It may sound horrible but at least there has been one anime studio what used AI to create backgrounds.
Do you know what are the machinima? It is animated using computer-graphic engines. You can find them in youtube.
I imagine a human artist will design the characters, using stick figures to choose the poses and to place in the scenarios, for example the home of the mother-in-law.
The fact now there are webs of AI-comic creators. I suppose this will cause a rise of fan-creations. Should we worry about this? Let's remember several anime franchises started as web-literature but this shouldn't mean the end of professional writters. And I doubt the comics created by AI could be a threat for IPs with enough brand-power.
The comics by AI need more work because we need the same characters keeping the same looks and clothes.
There is also in youtube videos of somebody telling an original story and using images by AI. Even a totally animated video with an original story
The AI can suggest in the brainstorm phase but the human creator is who chooses, for example to add a new character to be the mentor of the main group.
