I use a simple system in addition to action points called divinity points. I hand them out rarely, only when a character has done something to please his god, except for the cleric; I hand them out to the cleric pretty regularly so the party usually has one on hand that the cleric can use at least. They can be used just like an action point, except there's no restrictions. You could use one right after you used a regular action point, for example, even in the same round. Or you can use it for something special, like recovering an expended encounter power or a reroll. My players use them when they get in trouble or need a little extra to get out of a jam. They've saved their butts more than once
. But like I said, because they are so powerful, I hand them out sparingly. Even the cleric has never had more than two at once.
