At Gencon, one of the gaming companies was pimping their future product: a new, updated, d20 version of Sanctuary. I believe it is the same company that is releasing the Black Company setting this month. Sanctuary won't be out until next year, though. :(

For a very dark and gritty city I recomend Paradigm Concepts' "City of Secrets - An Adventurer's Guide to Nishanpur". Set is The world of Arcanis.
Quoting from the back of the Book.
“Nishanpur is not a city built of stone, instead it is built of intrigues and betrayals, layer upon layer, all set in a foundation of blood.” Losknek, Prince of Hell

Nothing is simple in the City of Secrets. With the Swords of Nier in control of the city, a great unrest has settled over the population. The authoritarian regime of the Swords is beginning to destroy the commerce that has always been the lifeblood of the city.

While the citizenry suffers, the Nerothians, dark servants of the Lord of Death, scheme to overthrow the Autocrat of Erduk and return Nishanpur to Canceri rule. To this end they have found unlikely allies with the Seekers of the Hidden Master, devil-dealing Sarishans intent upon returning the dreaded and ancient Devil-Kings to their place of power. If left unchecked, this benighted coalition will bring forth a new abomination unto the world, and replace the foreign tyrant with an even greater evil.

Within this book one will find:

• A rich and detailed history of Nishanpur, from its birth in blood to the modern day
• Details upon the many orders, both secret and overt, which wrestle for control of this city of intrigue
• A detailed city guide including maps, perfect for running boundless adventures within Nishanpur’s walls
• New spells
• New magic items
• New prestige classes
• Monsters that bring the horrors of Canceri home
• A guide to playing Nishanpur with Living Arcanis players
• A complete Living Arcanis adventure suitable for playing at home

I highly Recomend this book and It may be what you are looking for.

Dungeon & Greyhawk

I'll recommend some products from my experience.

I'm having great fun running the Shackled City adventure path that has appeared over 11 recent issues of Dungeon magazine. I'm still in the first adventure. One of the reasons I wanted to run it is that it a city-based series. I wanted the flexibility to drop characters in & out when a player is in or out for the weekly game. It has worked very well so far. The city of Cauldron is just detailed enough to allow me to run the adventure without overwhelming me or the players with information. The areas that are not fully detailed give me the flexibility to add my own necessities.

I found the 2e book Greyhawk The Adventure Begins very helpful for my core 3.0 game. The information on the Free City of Greyhawk and its vicinity allowed me to set several adventures in that area. Again, I used adventures from Dungeon as they are very portable.

Judge Dredd d20 has a good bit of information about Mega City One, and there are a few published adventures; if you're interested in that kind of thing. Raw Recruits for DragonStar details a starship that is like a small city and presents several adventures if you wanted to go that direction.
