Be yourself
One trick I have used successfully over the past dozen or so Halloweens has been "avatar" games.
By that I mean useing whatever horror-type rules you know best (for me it's been Beyond the Supernatural and a little d20 Modern) and have the players create themselves as characters.
Then the adventure pretty much just flows from your actual gathering.
For example: we always played at one guys house, so the adventure started with the group hanging out, gaming.
Mix in a creepy knock on the door, random visits from the police, hang-up phone calls.
This all works best if you play in a dark, quiet, remote location this works even better.
Limit the players to only the equipment they can actually find IRL. You'll be amazed at their ingenuity! Fireplace pokers, ball bats, etc.
Good opponents are always cultists looking to use the house for unspeakable acts, or capture virgins to sacrifice.
One final showdown with some unspeakable horror is always a nice way to cap the evening. Few things are more satisfying than watching a team of gamers beating down a shoggoth with golf clubs, or running over a werewolf with a pickup truck.
