No, Devas do not count. After some massive re-fluffing, perhaps, but as-is? No, they don't fill the role of 'Otherwise normal person descended from a good-aligned outsider/someone whose ancestors made a bargain with the forces of good'.

Actually, this could be connected with the Nephilim idea that's being tossed around here. Instead of a seperate race for each plane-touched, make one big race for all that belong in a certain catagory - possibly expand genasi to include plane-touched beyond just elemental, so you'd have the classic tiefling or aasimar in there as well.

Another quadruped - the wemic. I played one of those in a home brew 3.5 campaign once and it was great fun.

Which is exactly what I'm doing for a 3.X homebrew, and why I was able to dredge up the name "Nephilim" like that. Mine includes crossbred critters from all realms, and possibly the Fey as well (its still a work in progress).
 

If you wanted to do Narnia style talking animals...why not just say 'Intelligent animals gain prehensile thumbs when made that way' and leave it at that? Seems like it would cut out a lot of the work necessary to make them work as player races. Maybe some sort of 'clumsy' mod if you didnt want them to be particularly good at it.
