what do you consider a "good" AC?

I found something. Anyone ever read through the Psionics Handbook? There's a certain lack of creativity in parts of it, where things were clearly just duplicated from the PHB. Including item Feats. This helps us for this discussion.

Scribe Tattoo is the psionic analog of Brew Potion. It says
"You can create a psionic tattoo of any psionic power of 3rd level or lower that you know and that targets a creature or creatures (see Special, below)" followed by the same sort of rules potions have: no decisions, same costs, anyone can use with an AoO-causing action, that sort of thing. It's all identical.
Notice the "see Special" part?
"Special: All Psychometabolism powers are an exception to the target criteria, and may be scribed into a tattoo despite the fact that they are personal powers"

So, according to the PsiHB, things with a range of Personal do not count as targetting "a creature or creatures", and had to be SPECIFICALLY allowed. So no potions of Shield.

Brew Potion [Item Creation]
Prerequisite: Spellcaster level 3rd+.
Benefit: The character can create a potion of any spell of 3rd level or lower that the character knows and that targets a creature or creatures. Brewing a potion takes 1 day. When the character creates a potion, the character sets the caster level. The caster level must be sufficient to cast the spell in question and no higher than the character's own level. The base price of a potion is its spell level multiplied by its caster level multiplied by 50 gp. To brew a potion, the character must spend 1/25 of this base price in XP and use up raw materials costing half this base price.
When the character creates a potion, the character makes any choices that the character would normally make when casting the spell. Whoever drinks the potion is the target of the spell.
Any potion that stores a spell with a costly material component or an XP cost also carries a commensurate cost. In addition to the costs derived from the base price, the character must expend the material component or pay the XP when creating the potion.

You'll also find this in the PHB (a core rule book). No where does it limit what kind of spells, but only by level.

The PsiHB (an optional, variant rule book) lists an optional, variant feat, which unlike brew potion, does have a limit to what kind of powers can be used.

You miss the point. The PsiHB one isn't LIMITED. It has the exact same phrasing as the PHB uses for potions, except that it ADDS one extra line.

It says that in addition, you can use personal-range powers to make Tattoos, even though they don't meet the normal criteria, which are exactly the same criteria potions use.

Therefore, Personal spells (range: Persona, target: You) do NOT work as something that targets "a creature or creatures", because if they did, they wouldn't have needed that extra clause in the first place.

Even though the PsiHB isn't a core book, it's still an official WotC product. This wouldn't be the first time where something was changed/clarified in a splatbook (thinks of Polymorph Self).

There are some very obvious things that can be done to get the AC even higher.

It all stacks and it all works in an antimagic field since feats are extraordinary.

This reminds me of the practicioners of "Toad style kung fu" in the old kung fu flicks.

There is a difference (I would think) between personal powers and personal range spells. I power is not a spell. Probably the reason they made a "special" allowance for personal powers is that they are not spells and therefore you would not assume that you would be able to make a tatoo based on them.
