Hands down it has to be James Bond by Victory Games. Simply one of the best game systems I have ever used. Easy to learn and adapt, plenty of material, depth, role playing, challenging, and the villians were EVVILLLL, and women gorgeous.
This game is my pick over all others. I have everything Victory Games ever put out for it. The products not only worked well, but they were
slick. I've yet to run across another game company that gave you as much bang for your buck.
The adventures came with full color player handouts, maps, extras, and were packed in a sturdy slim box that took a hell of a beating.
On top of that, I grew up in the Hill Country of South Central Texas (up between Boerne and Comfort, North of San Antonio, for those who just MUST know

) and getting a gaming group together when your nearest neighbor is about a mile away was difficult to say the least. But James Bond 007 was
ideal for a one-on-one game with my best friend who introduced me to D&D and the lot.
We played that game soooooo much.
Baffled why no one has picked up this liscence.
It's probably very expensive.
Hell, I would just port the whole system over as is, as it was simply done and wonderfully balanced. Base on ease factor of the task to be accomplished, you rolled percentile dice for a majority of tasks. Less than ten percent of the needed success number meant you earned an incredibly valuable hero point.
The system was great, for sure. A tad slow during the first couple to half-dozen sessions, then it moved like lightning.
Loved that game. Anybody remember playing it?
Absolutely.
