The Spellbook only allows a wizard to choose his daily spells. Obviously, like any other ritual user if he looses his spellbook (also his ritual book) he cannot use those rituals. However he can still use his daily & utilities spells (the ones already selected) he just can't change that selection until he gets his spellbook back.
If the spellbook is destroyed, there are no rules that I can see that cover rewriting those spells into a new one.
So I would make them pay for all the rituals again (he ahs them mastered but must put them back in the book) and he would have to find them. And as long as he spends a few down days working on his spellbook he can write all his dailies & utilities in there for free.
However not something I would do to my PC's
My first ever game of Red Box DnD my Magic User losts his spellbook (it was ruined when we got trapped in a dungeon full of water and it sucked the big **** of *****!)
