What is a fixed range spell?

I mean, can I cast displacement on my friend Jake the fighter and apply the persistent spell metamagic feat to that spell, leaving Jake under the effect of Displacement all day.

A spell with a range of Touch is not a spell with a fixed range. After casting the spell you may move as far as you like while holding the charge, and you do not have to select the spells target or range while casting the spell.

If you look under "Range", you find that "Touch" is in its own category. The fixed category is in "Range Expressed in Feet".

If I read correctly, persistent fear could work.

However, it might not be what you expect it to be.

Since the requirement is that the duration may not be instantaneous, the fear spell with it's duration of 1 round/level makes it a valid subject for the feat.
However, since the area is a cone-shaped burst, instead of emenating a fear effect for 24 hours, those inside the cone at the time of casting will be under the influence of the effect for 24 hours.

Anyone have a counter argument?
