What is the best weapon combos for two-weapon fighting?

I was thinking short sword and whip.

Technically, the whip is not light, so can't be used for two-weapon fighting unless accompanied by the dual wielder feat. Assuming that, I quite like that combo.

With out the feat, shortsword and handaxe is a fun combo - both weapons are d6 with two different damage types and the wielder can choose to throw the handaxe.

(I kind of want to make a one-shot character who dual-wields whips, just for the ridiculousness of it.)

In practice, the differences are generally too small to notice in actual play - reach is only semi-useful, and 1d8 vs 1d6 barely registers if you pick something other than damage to judge by. So I'd go back to the somewhat unhelpful advice of 'do whatever sounds fun" - although in this case "sounds like it'd look cool" is the definition of fun I'd use.
 


I always like dual daggers since they are easy to conceal and the DM lets me draw both of them for free, rather than only 1/round. Mostly since they are 1d4 damage and not trying to maximize, but I can see a short sword and dagger in case you need to throw one and you can draw another if needed.
 

My bard uses a shortsword and a dagger, which I think is a nice combo for dex melee if you don't have two-weapon fighting feats or styles and your strength is poor. I gave up the d6 of a second shortsword in favor of the d4 with option to throw.

That said, character is level 6 now and I don't think I've ever thrown the dagger.
