That's because Fudge is a toolkit, and actually advertises itself as so - it does not pretend to be a complete game. The majority of rules lite games are perfectly complete.

I think that WEG's d6 Star Wars was pretty simple. It was all opposed rolls.

D&D isn't very simple when you look at all the different combat actions. Standard action, partial, readying, full-attacks, partial charges... messy.
 

I've always been really fond of the The Window (which is also free) but like noted above, it comes without a setting of any type whatsoever, and is better for those who aren't prone to try and abuse it.

It also requires lots of different types of dice, including d30s, which are kinda hard to locate. But I love the system.

Rule lite? Oh, we had some really complex rules in that one. Most of the time went in arguing about the rules.
 

I think that the Legend of the Five Rings RPG isn't that rules-heavy, either. Kickass setting, too... :cool:

Or Call of Cthulhu...

(Note: I should point out, though, that just about everything below the complexity of D&D is "rules-light" in my opinion. :D)

Basic D&D and/or Tunnels and Trolls. The red books for Basic are probably the best and lots and lots of fun. You can pick up tons of basic stuff on Ebay. Or order the PDF's from wizards on-line store. For Tunnles and Trolls head on over to www.flyingbuffalo.com and they even have a line of solo books which can be fun. I highly recommend both games, although I played the various incarnation of basic (and X, C, and M) WAY more then T&T.

Actually, I have been thinking a lot on playing something simple like basic again myself. It's not a better game then 3E (I love 3E) just much more simple.
