Of course, you could allow the child to take a bloodline (see Unearthed Arcana), or create for it 'feats of the blood' based on Snake Blood (FRCS) and Orc Blood (Dragon 315, Regional Feats of Oerth).
I like the option of human + special "bloodline" feats the best - I'm not crazy about how bloodlines work in Unearthed Arcana, but it's not a terrible option either. Regardless, this situation makes for an interesting background for a (potential) character and should any player (or the DM) to decide to actually play this offspring in the future, using one of these options gives them a great deal of flexibility when determining traits. It's a neat idea and as weird as this might sound, I hope it actually happens.
