I think resistence comes before.Isn't it applied in reverse order? Heavy armor Master first then damage resistance after? I don't have my PHB at hand.

Well, as a DM I would do the damage reduction for HAM first before applying resistance (after all, the armor is contacted by the weapon first...) but it is subject to whichever way the DM rules it. The sorcerer always win a counterspell/dispell magic battle. Subtle Spell.Personally, IMO a wizard will ALWAYS defeat a non-caster. Against other casters, it becomes a counterspell/dispel magic battle and the luck of the die starts playing a roll. The edge still favors the wizard I think, but at that point spell selection and strategy also becomes factors.

Also, It wins with distant spell with Long range spells like Insect Plague with distant spell or distant dimention door.

Wizard's have many spells that are in their arsenal alone (excepting Bards and Magical Secrets, but that is rather limited).
Either way, as I said, against non-casters, Wizards easily prevail. Against other casters, it depends on a lot of factors.
