ECL or CR?
PMFJI, but I'm curious--do you really mean for this template to increase ECL? Or do you mean CR? I ask because all of the features you mention (except for the immortality bit, which I'll get to in a moment) are either feats or race/class features that don't affect the ECL of the races/classes that can take them. For example, when a monk gains the timeless body class feature, his ECL doesn't change; his CR does (because he just gained a level), but that's not the same thing. Raising ECL means a character has to gain more XP to reach a certain total of class levels, and I'm not sure any of the features of this template justify that; but they obviously justify a raise in CR, since they grant abilities which you'd normally have to gain a level in a class to get.
Re the immortality, I have a template IMC that essentially prevents the recipient from ever dying of old age (no other benefits); I value it as +0 CR and +0 ECL, basically because it has no effect at all on how much of a challenge the character is in a given encounter or how "advantaged" he/she is during a given adventure. Just my 2cp.
