What level of a "quickening" spell?

What spell level would you place the following spell?

Quickening
range personal
duration 1 round per level

When under the effect of a quickening spell, the casting time for long spells is reduced. Summoning spells and the like become full round actions (instead of one full round casting time). Full round actions become standard actions.

Conjurers may use this spell so that they can start summoning creatures more quickly and safely.

The big users would be sorcerers though, who while under the effect of this spell can spontaneously metamagic spells as a standard action, and can make use of the quicken feat (if they have it) to cast up to one quickened spell per round.

More and more I contemplate just getting rid of the silly metamagic restrictions on spontaneous casters. That, or giving them bonus feats to match a wizard. I think a spell such as this is fine, prolly about 3rd level?
 


From a design standpoint it seems silly to me. I don't like seeing too many ways of representing the same idea with game rules myself... this is pretty redundent: if you want spontanious quickened spells just allow them and be done with it.

As far as balance goes, I'd say 4th with a 1 hour / level duration.... mabye 3rd with 10 min/level.
