What level would this item be?

Or is there something that already does this?

I'm thinking either a girdle or a helm with the following property:

Property: When you make a basic attack, you may instead use any of your unexpended attack powers.

Alternatively, what if this were an encounter power? A daily?

I would be tempted to restrict souch a thing to encounter powers or even (gasp) at-wills only (though that might be a bit much). Allowing dailies with this you might find some rather unravelling combinations arrising.

Would you allow for non-weapon based powers? Might want to add that caveat if so required.

Upon first reading it, my first instinct was actually for a ring.

Last thing, I would probably say level it for paragon upwards.

If you consider that the heavy blade oppurtunity feat allows you to use at-wills as a basic attack (and is a paragon feat)....then the level has to paragon at bare minimum.

Now as an encounter or daily power the level of the item can be much lower imo. Heck as a daily I wouldn't mind it at level 1 (but then again I generally think WOTC completely overvalues items that have nothing but a daily on them).

While you are right that this would be very powerful and undoubtedly have unforeseen consequences, I this is the purpose. It's magic, after all.

Jester: I would also suggest putting a limit on it.

IDEA:The item doesn't have the intrinsic, passive effect you stated. Instead it has a power, as follows:
Trigger: You may use a melee basic attack
Daily: Use one of your unexpended attack powers instead.
Special: When equipping this item for the first time, choose either your constitution, intelligence, or charisma modifier. Each day, you may use this power a number of times equal the value of that modifier.​
Adds a cool "attunement process" idea to the item. The PC will feel like the item is more meaningful to them because it is attuned to him/her.

As for level, paragon and up, like Bob said.

This definitely needs a limit on use. For example, a Ranger with Throw and Stab could get infinite attacks with this (just keep replacing the melee basic attack granted by T+S with another T+S, thus repeating the "throw" part indefinitely).
