Effect: For each opponent you can see within 30 feet, you teleport to an unoccupied space adjacent to that opponent and make a melee weapon attack. Then you can teleport up to 60 feet to an unoccupied space you can see.
Hmm. So, it's basically an AoE blast, centered on you and ignoring allies. It deals your melee weapon damage, and then you get to teleport 60 feet.
Thunder step is a good comparison: It's a 3rd-level spell that teleports you 90 feet and does a 10-foot blast for 3d10 thunder damage (average 16.5). If you have a greatsword, 20 Strength, and Great Weapon style, you'll be dealing 13.33 damage per hit. So this offers slightly less damage than thunder step and shorter range, and you can't take anyone with you. In exchange, you get a much bigger blast radius and the ability to ignore allies.
I'm going to say 4th level. Yes, it could potentially be cheesed if you can find a way to make your melee attacks do lots of damage, or carry a nasty rider effect. On the other hand, the classes best equipped to cheese this spell are partial casters who won't get access to it until level 13 at the earliest; this is a level when the fighter is making three attacks per round, every single round, anyway.
