Well....
1.City Artwork. Hire someone who can draw better then the sad scribbles. Give the readers some nice shots of the city.
2.Maps. They should be quite detailed. Avoid the 'high city' and 'low city' scribbles with the "just make it up yourself..yuck yuck" tone. If I wanted to make up a city map by scratch, why would I buy your sourcebook?
3.City History. Again with detail and a timeline. Don't do the lame "oh the city is 1000 years old, but just make up your own history 'yuck yuck' ". Again, why would I buy a sorucebook just to make everything up?
4.NPCs. A good sampling all of types of people. Make some effort to be unique and avoid too many tropes. Avoid too many stat blocks, unless it's a combat ready foe that is unique.
5.A detailed city, block by block, street by street. Not that every inch needs to be covered, but don't leave 95% of the city "empty".
