The obvious answer is Gnome, as they wear them anyway, the best answer is succubus; they look good in almost everything or nothing, but goblins can pull off the hat without being gauche.

I had to say Gnome. I have an old Superior Models miniature of a gnome, and he has a Santa hat. Since this was about my first mini of a gnome, I've always pictured them that way.
