The thing is, I like the idea so much that I want to use it, and so Eladrin wizards might just have to live with the fact that they've got it at-will rather than per-encounter.

This is a great idea. I have been thinking about reflavoring all the races to be humans that are reincarnated from great heros. I was having a hard time with Dragonborn Dragon Breath and Eladrin Fey Step. Just giving Dragonborn a Paladin at-will and the Eladrin all the cantrips and a wizard at-will as an encounter would do it perfectly. Dragonborn become humans that are the reincarnation of great paladins and Eladrin becaom the reincarnation of great wizards.
 

What I've done for the dragonborn is giving them resistance of 5+ half level (like the tiefling) against "their" energy type. They choose this at 1st level. if they later take the paragon 'dragon breath' feat, then their breath does this energy type damage. Their choice is from the listed energy types for dragonborn.

This worked well last night, as did the eladrin cantrip thing (an eladrin warlock chose the 'light' cantrip, which is going to come in very handy in the dungeon).

I am still working on my Diamond Throne/Arcana Evolved conversion, and for Loresong Faen, this was my idea:
He gets a Cantrip as an encounter power.
He also gets one At-Will Attack power as an encounter power.

If he takes a level in Wizard, he loses the Cantrip but gains an additional at-will power.

For the Dragonborn, maybe make "Dragon Born Fury" attack.
"As your opponent deals a hurting blow, you lash out in anger"
If he's bloodied, he can take an immediate reaction and make a single basic attack. (Basic attack means it works for any class).

Compared to his Breath Weapon, this takes less time (immediate, not his turn), but is entirely conditional, and will probably only hit one target (barrying any unusual basic attacks).
 

If you're looking to have a less-magical kind of campaign, then perhaps one shouldnt allow Eladrin at all? Their entire racial backdrop is that of magic, after all. In the Monster Manual they even glow.

As for Dragonborn.. I always figured the breath was more of a natural process of dragon physiology then some sort of mouth spell.

They fit nicely as people that most live in the feywild but also come across from the land of faerie to the real world. The racial background is fine, the teleporting every 5 minutes is the bit I don't like (You wouldn't see that in 3e until at least 7th level (dimension door) and that seems like a much more reasonable point to me. I like seeing teleportation appear at paragon level rather than heroic level. That's where I see it thematically.

Same for Dragonborn. Whether natural or magical, I don't want firebreathing going on at heroic levels. I want it as a paragon thing for those who are getting deeper into their draconic heritage.

Dragonborn I'd probably give a racial +1 to AC for their tough, scaly hides and 1d6 unarmed damage instead of 1d4 for their talon-like claws.

Eladrin I'd probably give the ability to negate being pushed, pulled or slid by any magical effect. Maybe a saving throw as an immediate interrupt once per encounter.
