Which edition are we talking about?

If 4e, I've nothing to contribute.

If 3e or earlier, i.e. using rolled stats, the highest stat is only part of the equation. What I tend to look at is the starting stat average, after racials.

One bored week a while back, I ran the numbers on all of our "star" characters for average starting stats, using a 10+-adventure career as a cutoff point; vs. a control group of characters who had not lasted so long...between 0 and 9 adventures. What I found was a significant dropoff in those who died before getting into 3 adventures; with surprisingly little difference above that - for example, the averages for the 12-adventure types were about the same as the 4-adventure guys.

In all categories, most started with at least a 16 somewhere.

I voted "Pants" because it was as close as any other.

My best starting stat for a PC was 24- a Githzerai Monk with a rolled 18 in Dex, +6 racial mod.
 


I was bearing the current edition in mind when I was putting together the poll. That said, the question rang true for all my previous characters in other editions.
 

My two current characters are a human wizard with starting Int 19, and an elf ranger (archer) with starting Dex 20. In 4th Edition, 18 is the minimum (after racial adjustments) that I will start with in my primary stat. Whether I go with 18, 19, or 20 depends on a number of factors including:

a) How dependent the class is on its secondary stat(s);
b) What level we start at (if we're starting at level 4, 11, 18, or 24, I'm more likely to go with a 19 instead of 20);
c) What skills I want my character to be good at; and
d) Prerequisites for feats.
