What would be an appropriate level for this power?

Yes, I was going to say that - it's very close to the hobgoblin racial ability. I think the hobgoblin one applies to anything where a save can end the effect, though. Not just attacks. (can't look it up right now)

The way I see it, if it causes a (save ends), it's an attack.

For a class that makes constant use of their immediate action to function (fighter et cetera): level 2.

For a class that dosn't: level 6.

I'm quite happy to see there's pretty much a consensus about the power's level that also matches my own estimation, i.e. level 2 or level 6 depending on the role.

As it happens, I found the power in the supplement 'Player's Handbook Races: Dragonborn'.
It's a Level 26 (!) utility power called 'Divine Resistance' gained by choosing the 'Avatar of Io' Epic Destiny.

I don't think it's completely unbelievable. Epic destinies and paragon paths (and themes and racial powers, etc.) don't actually play by the same rules as class powers. You have to look at the whole epic destiny to see if this is really appropriate or not.
