I have been over to that sight and I, too, have been amazed at the number of participants there and how active the board is long after RttTEE was initially released. That says something about the quality of the product and maybe it points to some DMs out there that were wanting a module set in Greyhawk. Of course, others placed it in their campaigns as well.
As for the PC game ToEE, I have it but I have yet to install it because of the massive amount of bugs it has. Yes, I do realize that there are now 2 official patches out, along with the Circle of Eight patches, but from what I understand there are still some issues that need to be addressed, i.e. major - and I mean major - gameplay headaches in the Nodes. I truly was hoping ToEE would do for Greyhawk what Baldur's Gate 1 did for Forgotten Realms. I have run into "new blood" paper and pencil players who were directly influenced by first playing the game on their computer.

I have signed up at Canonfire. Unfortunatly it still seems to be a secret to many! I didn't even realize there was so much done for Greyhawk that you list in your post. This is the first time I have read in one place all the information that is out there for us. I have a feeling the vast majority are clueless to what you spelled out. I would say this is due to how the information is spread out in various sources rather than a core 3.5 book.
As for your suggestion about a 3rd party taking over, I like the idea!
Whether or not it will happen remains to be seen (I won't hold my breath). There are some very good 3rd source parties out there, i.e. Necromancer, Green Ronin, etc.
