I'd give a +4 to the DCs associated with escaping it on a confirmed critical hit. But that's a house rule

Ensnares it's target REALLY WELL. It doesn't deal any damage, so that'd be about it as far as the rules as written.

Seriously, there is no official rule, but I'd increase the DC to escape the net (perhaps +1 for each point of their attack roll beyond the AC of the creature struck). No house rules as this has never happened before in one of my games.

Nah - I've got a cleric character (who also uses a longspear) that uses them untrained.

Hey, it's a touch attack. -4 nonprof. penalty isn't all that bad.

I used him, in one of the first 3E smackdowns I ever played in, to completely hose someone playing a barbarian. As it turns out, the penalties from Doom are equivalent to the bonuses gained from Rage, and have a tendency to last a bit longer.
