I strongly disagree, based on two qualifiers: the availability of the feat
Practised Spellcaster from CD, and the Prestige Class
Paragon Half-Dragon from UA.
Fighter(4)/Sorceror(10)/Paragon(3), Human/Half-Dragon - an ECL20 character. As a sorceror, while (yes) he has access only to 5th level spells, his caster level is 10(sorceror) plus 3(paragon) plus 4(practised spellcaster), for 17. Only three levels behind the SR curve, with a BAB of +12 (4 from fighter, 5 form sorceror, and 3 from paragon). Add to that the attribute boosts from being a Half-dragon and
three uses of your breath-weapon per day (instead of only one) ...
Given the Draconomicon, that breath weapon can be kept more useful into later levels based on your choice of draconic parent. A Half-radiant gets a [force]-line breath weapon, but no immunity at all. A Half-topaz gets a cone of dehydration, and cold immunity. Pick radiant if you expect lots of incorporeal or ethereal foes; pick topaz otherwise (the immunity is too useful to pass up, IMO). There're still enough fighter levels to specialise if you want, and you could even catch up *entirely* in the SR/dispelling aspect, with another
practised spellcaster selection.
IF you were willing to drop back to 4th level spells, you oculd swap out 4 of the sorceror levels for levels of Eldritch Knight. Drop the fighter levels back to 1, and you can pick up MORE Eldritch Knight. That'd be Fighter(1)/Sorceror(6)/Eldritch Knight(7)/Paragon(3), still at ECL20.
With the right selection of spells, that build
does have potential, IMO.
