Whats a reasonable AC at 10th level?

If you're getting +4 Dex from your Vestige, then you only get +2 AC. And if I were your GM I'd be very unhappy about letting you get essentially a +6 bonus to a stat at that level. I'd type the bonus, probably to Enhancement (a la Cat's Grace).

But presumably the party druid casting Bite of the Weretiger on himself and his animal companion in each and every fight is ok by you?

I'm sure many on these boards haven't read through Tome of Magic as thoroughly as you have. Binders are unfamilar. Do people know that - for the most part - Binders are a weak class? Allowing binders to get AC 30 by level 10 is really No Big Deal, given their lack of effectiveness in other areas while pulling off the AC schtick.

Your DM just needs better monsters. :]

Yeah, like an elf fighter 1/wizard 1 who knows True Strike.
 

Looking at the MM:

CR 10 monsters have attack bonuses of between +8 and +25. The average looks like +19.

IOW: An "average" monster of of your "level" in the MM could hit you 50% of the time.

What's the problem? :D

Or really just about any other opponent that's focused on melee combat. The NPC Ftr 10 in the DMG (hardly optimized!) is +14. That's a 25% chance of hitting. Now actually build a real NPC.....:)

Well the ranger I have in play now Is 15th level and has a ac of 30. 10, +5 nat (amulat), +5deflet (ring), +11 dex, and -1 for a fault. he has no armor at all I chose bracers of archery over the bracers of armor. only way I will get his ac up is to bring up his dex.
