You've just described the magic missile spell, as cast by a first level wizard. But you jazzed it up unacceptably by adding the element of chance, the attack roll. No, for pure unadulterated blandness, magic missile is the way to go.

I need advice...how may I make my world truly bland?

Give every PC and NPC an automatic +5 to the Stealth skill or the Hide skill; then they can all more easily bland in with their surroundings.
