What's the deal with Shadow Wasp Strike

This seems like a very boring power, why would anyone pick it over the other encounter powers available for the ranger at that level? Am I missing something or is something missing?

You're not missing anything. It's clearly a power you're not intended to take. Compare it to Evasive Strike (level 1 Encounter) for a real laugh.
 

It is just a particularly weak power especially compared to the level one encounter power that doesn't need the target to be the quarry and allows you to shift 2 squares before striking. In my opinion it either needs to allow an additional attack at 1[W] or automatically grant combat advantage due to the quickness of the strike/s.

So what we've learned here is that Shadow Wasp Strike as written is a pretty worthless power, and that you should be extra careful when typing shift because otherwise you might get censored!
 




You may take it if you're only interested in inflicting the highest possible damage you can? Cut and Run is probably a better investment in the long run, but Shadow Wasp Strike is the only 3rd level Encounter Power for Rangers which deals 2x weapon damage.

Cut and Run is not "a better invenstment in the long run" it's just better. Two [w] attacks do more damage than one 2[w] attack and you can shift. Thundertusk boar strike is also just "better" for similar reasons.
 

Reading the flavor text of SWS, all I can think of is that it either is supposed to be a move action for the attack or it would deal additional damage in addition to the 2[w]+mod. Seriously confused about it.
