When a Dragon and an Angel fall in love...

Magic + genetics doesn't really have to work like it does in RW. And there are no rules for it, so it's up to the DM. :)

You might consider using the racial paragon classes (eg, half-dragon or a "good" variant of tiefling) and/or Bloodline Levels (which are from a mostly OGC pub, and work like racial paragon classes; it includes Celestial and all core Dragon flavors). Nice thing about using "racial classes" is that you avoid some of the LA issues that can pop up with templates.

There's also straight UA bloodlines, but they're a little kludgy imho.

Or Kobold, Lizard-man or other sentient reptilian...

Or assimar, tiefling or other Planetouched...

Either slap a half-celestial template onto a Lizardfolk (call it a "dragonfolk")
or
Slap a half-dragon template onto an Aasimar (which makes more sense overall to me).

I thought there was an order you were supposed to apply templates?

Though I imagine a 1/2 celestial wrymling would be the most logical (ok, it's a game a logical, rralistic or reasonable don't really apply) solution. All the 1/2 celestial humanoid reptile ideas are good too.

The angel doesn't bring any genes he brings metaphysics.

What's the story here? Did the angel take on a human/elf/whatever form and mate with the dragon in human/elf/dwarf whatever form ? And who birthed the PC?

For example I picture a gold dragon taking human form and mating with a solar in human form. The result would now depend on who birthed the character, making him a half-celestial wyrmling in case he is born by the dragon, or an aasimar with the half-dragon template if it is the other way round. (Optionally you could also slap on the half-celestial template or do it later as the angelic heritage evolves. You could also use the transtion class from here to simulate this.)

His mother was the dragon and his father was the solar. As for the concerns regarding LA that's not so much of an issue, as we are currently playing in an epic campaign.

As far as I've always seen it, the general rule is mother's race + half- template from the father... so unless you feel like a different idea, you'd end up with a half-celestial dragon. That would be an absurdly high ECL if you want a true half-celestial wyrmling dragon to start with, but not quite as bad as a half-dragon solar. There are also the dragon PC level 1-20 classes ala Savage Species in a couple of older issues of Dragon (metallics in 320 and chromatic in 332).

It's closer to "race closest to normal starting race +Template". There aren't any half-human dragons, nor a half-human template, but there are plenty of half-dragon humans.
