Whenever several possible events occur I use two rules to settle things out.
1st if it is between two creatures (PC, NPC, or Creature) simultaneous actions are performed in Initiative order.
For other actions Order is determined by the active creature (Pc or Npc). So a character on his initiative chooses the order of actions if they have several at the start of your turn things, Rolling death saves, gaining Temp Htps from some source etc.
