When does 'at will' come into effect?

Say someone has an ability they can use at will, ie: heal, teleport, whatever. Do they have to wait until it is their initiative or can they use this ability at any time during the round?

For example: This particular demon has the ability to teleport at will, The demon attacks the party first (winning the initiative), 2 of the party members deal considerable damage and demon wants to teleport the 'hell' out of there. Can it teleport before the remaining party attacks? Or does it have to wait until it's initiative turn comes around again?

He has to wait until he can act again (standard action usually). At will means by no way it's a free action, he just can do it as often as he wishes.
 



Basically, "at will" means unlimited uses per day, not that you can use it precisely whenever you want. In most cases (when not spelled out otherwise), you also need to use a standard action to do it.

... and you don`t need any SpellComponend. Say you can do it while gaged, bound and naked.
 


Spell-like abilities do provoke attacks of opportunity though, and if the user is distracted or damaged he must make a Concentration check.
