Working and living in D.C., I'd say that it gets a far worse rep than it deserves. About 95% of all crime in D.C. takes place within a small part of the city (Northeast/Southeast). Coincidentally, that's where the low-income and impoverished live...go figure.
As long as you're not in those parts, it's perfectly safe to walk the streets at any time of day.
In regards to "outside the beltway", I'd have to agree. The neighboring county of Prince Georges is the hellhole of Maryland.
