Where have I seen this before?

Yeah as soon as I clicked on submit and went to another thread I rmembered it was called Graceful (I am fairly sure).

One issue we had with it was thatit was a cheap but uneven ability. It removed all dex max. Which is actaully a huge benefit to say platemail compared to leather armor. We thoughtthe cost of the bonus should change for each armor type. light armor +1 bonus, Mdm +2 bonus, Plate +3 bonus. Just an opinion since we didn't end up using that one at all.

Twilight (Book of Exalted Deeds)
This suit of armor, favored by eladrin spellcasters, becomes semi-incorporeal and translucent when donned. It also possesses a faint sunset-colored sheen. The twilight armor reduces the chance of arcane spell failure by -10%.
