Where's this feat?

I'm fairly certain I saw a feat that lets you turn a spell that's normally caster only--such as true strike--into a touch spell. Am I smoking something, or did I actually see this? And if so, where is it?

The only similar feat I know of is Precise Touch, from Book of Eldritch Might III. It lets you cast area effect spells as touch spells.

I've got it as a homebrewed metamagic feat- Bestow Spell- for +2 levels iirc. I believe it requires any one other metamagic feat as a prereq.
 

Your not exactly somking something there. The cleric level 4 spell "Imbue with Spell Ability" does allow the other person to do so once this is cast upon him. He could only be given spells of maximum 2nd level and only from abjuration, divination, or conjuration (healing). This seems to be the only way to have a "Personal" spell transfered to another character to use.

Hope this helps somewhat. I seem to forget about this spell all the time when it comes game time however. Next time i will remember to try it out though if applicable.
