Which is the best drawing program for generating maps?

What tool, if any, would help with creating maps in the style of the (original) Middle Earth maps? They were obviously hand-drawn, but it would be nice to have a tool that could draw mountain ranges and forests in that style.

My solution has been to buy, borrow or steal appropriate looking fonts and elements from real hand drawn maps... Then get really good at cutting, pasting, enhancing and altering those elements into a map with Photoshop.
