Same here. The Theocracy of the Pale is probably my favorite "orginization" in Greyhawk to do this with.

In the more "traditional" vein, I've had pretty good games using the Emerald Claw, The Zhentarim, the Red Wizards of Thay, and in a broader scope the orcs of the Pomarj as villians.
