I firmly believe that if Jackson does the Hobbit, he'll insist on doing it here, and he'll do what he can to keep continuity with what he's already filmed.

The Shire and Rivendell in particular.

I'm going to put my money down that Jackson will not be directing the Hobbit. I might also put money down that it won't be filmed in New Zealand. :(

To save costs, LOTR was filmed in Kiwiwood. But that's about the stretch of it. Studio executives love control, and they won't let a single pic out of their sight if they don't have to. I speak from experience--long ago, in a galaxy far away, I used to work in film. I got sick of the politics involved (I was too young and burnt out early) and left the industry. My family and friends still work in it. I'm only mentioning this as an explanation why I won't get my hopes up for the ROPJ.

But at the same time, I could be proven wrong. This may not be Hollywood, but they sign the checks and give the green lights.

Frankly I'd prefer to see some fresh talent approach The Hobbit--I don't think PJ has done anything too spectacular that couldn't be done by someone else.

As long as it's not Speilberg.
