Whip it good

Under the rules of 3.5, I understand that having above a certain bonus to AC from armor means you cannot be harmed with a whip. Further, it is my understanding that even if the whip is brilliant energy, the wording of how whips work is such that a brilliant energy whip would still deal no damage to well armored targets.

1. Do you read the relevant rules this way?

2. Are there any other really fun artifacts (no, not THOSE artifacts!) of the system akin to this that you'd like to mention?
