Nope. Only one level drain effect per action. From the FAQ...

OA Bearform

"on a slightly aside note, tho it isn't precisely stated, it sounds implied: how does your friend use his weapons in dire bear form?

oh and WwA IS only within 5 feet. extending it to 10, effectively doubles the number of opponents you can attack, thereby making hte feat much more powerful. or at least that's how my DM explained it to me. feel free to disagree.

He has special weaons that won't meld into his body when he goes into bearform. Also, the mentioning of the huge base is important in reference to Great Cleave, not to Whirlwind Attack. I mentioned this slightly OT because of the talk of a vampiric touch WWA. Sorry for the confusion. Very astute points.

He also has no hands, and cannot hold objects. It's awfully hard to wield a polearm without thumbs.
 

The weapons are special bear-like claws, and are minor artifacts in their own right. Yes, they break a few rules, but are designed to be used in bearform. And just for flavor, here they both are:

The Claws of Infinite Rage

+1 Mighty Cleaving, Keen, Vampiric Touch (d8 +1 +d6[vampiric effect])
+1 Keen, SR 18 vs. Enchantment School, +4 Unnamed bonus vs. Mind-Affecting Magic.

Others Qualities: Unsunderable, Grants Ambidexterity, Two Weapon Fighting, Exotic Weapon Proficiency Claws Feats. Count as Light Weapons, Transforms with Shapechangers, Wearer is never winded after raging. Each claw weighs 40 lbs, and the wearer may not hold anything else in hand when the claws are equipped.

While the weapons do not grant you reach, the character that has these claws has natural reach 10 when in dire bear form.
