I don't have Dragon #297, but it should be CR 100.

It says CR100 in the magazine, but its actually more like CR51.

I think it was 300/+30, but even so, yes mate!
Damage Reduction is generally black and white. Typically you either beat it or you don't.
Occasionally Critical Hits can help you bypass it (not in this case though).
So that just becomes one more obstacle to circumnavigate.
