This is why I am lead to believe the game is predicated on a 'partial-success=good-enough' mentality. With 4 dice (probably your best ability at start) you have just about a 50% chance of getting a full success (6) on a roll. With a cut of 1, this drops to ~13%. If you determine partial or full success (4-6) to be your goal, the chances become ~94%/69% with cut 1. The later looks a lot more reasonable for gameplay -- as the best thing you can do (cue my group's complaints about number of pips to spread around at game start).Seems like way too much cut but we are still young guns and not very upgraded. We would just keep failing with a cut on everything.
Nobody is above 2 dice in a skill (you aren't supposed to start with more than that as a young gun) but with edges and maybe an appropriate aspect, yeah, 3-4 dice. I've been pretty lucky (electronic rolls) -- The time I had a cut, i rolled two sixes, 3 and 2 (so did not get the twist but still had a 6) and once, I did not have a cut and rolled 6-1-1-1, so a cut would have been bad. This is why I am lead to believe the game is predicated on a 'partial-success=good-enough' mentality.
